How the conversion works
SASS is first compiled to plain CSS with Dart Sass, the reference Sass compiler, which resolves variables, mixins, functions and nesting. The CSS is then rebuilt as nested SCSS: rules that share a selector prefix are grouped, pseudo-classes become &:hover-style children, and media queries stay as blocks.
Because the SASS is compiled first, variables and mixins are resolved to their final values in the SCSS output.

They are resolved to plain values during compilation, so the SCSS output is equivalent but uses literal values.

No. The compilers run in your browser as JavaScript/WebAssembly.
