How the conversion works
SCSS is first compiled to plain CSS with Dart Sass, the reference Sass compiler, which resolves variables, mixins, functions and nesting. The CSS is then rebuilt as nested SASS: rules that share a selector prefix are grouped, pseudo-classes become &:hover-style children, and media queries stay as blocks.
Because the SCSS is compiled first, variables and mixins are resolved to their final values in the SASS output.

They are resolved to plain values during compilation, so the SASS output is equivalent but uses literal values.
